Only problem is, I like it when my plots are a surprise to all but those involved in the development of said plot

Then discuss via PM after asking permission to actually have a plot. Besides, you would pretty much be the only one that needed to know about the plot as you are the person who runs this joint, thus meaning you would be the one that people would need to ask whether they can actually have a plot. Or the plots could just be run in parallel to other plots that are going on. Life is not just made of one story at a time.
